​A President as the catalyst for change not the street.
 
Statement 9-3-15
 
As the screams rise there are no words left which have not yet been used to describe the abuse and neglect of the state towards its citizens.

Though change is in the air we must guard against chaos. The volatility of the environment and the element of unintended outcomes is a recipe for potential un-controllable escalation and deterioration.

The messages being communicated by the people though numerous and varied, can be condensed in the following: “Governmental neglect and abuse of power”. This applies to every sector and every policy implemented to-date for years. In addition, the lack of cohesion, unity and altruism by different leaders has lead to this impasse.

However, we have to distinguish between the call for change and the implementation of change. The call for change presently is from the ground up, but if the implementation of change happens in this way it usually provokes a fall into chaos.

Nevertheless, the call has been made, the anger has been shown, and the danger signs pointing to escalation have been flashed. Therefore it has become necessary to be proactive in order to prevent a breakdown of national security, and to safeguard the institutions, which are the last bastions of the Nation. The redistribution of power must be handled responsibly and from the top down.

In order to do this, a president of the Republic is the fist piece of the puzzle that should be placed on the board of change. Then, with the selection of a prime minister, a new cabinet must be formed reflecting the demands of the people with the first criteria being integrity and transparency.

Thereafter, there are two priorities, that have to be addressed above all:

1- Firstly: A national budget  to be delivered immediately, to scientifically resolve the matter of ranks and salaries.
2- Secondly: An electoral law to be ratified which will ensure full representation.
(For elections to take place let us not neglect the fact that the time must be taken to educate people in the application and implication of this new law.)
 
What the people are calling for is a total governmental vacuum before restitution. This is dangerous and threatens the procedural flow of the implementation of positive change. 
 
That is why the Presidency is the masterpiece of this puzzle and must be placed before all the other pieces to complete the full image of a new Lebanon that answers the popular outcry for accountability and commitment to social welfare.

Let us not be carried away by revolutionary sentiment but let us revolutionize our sentiment and act responsibly for once.

But act fast or else...

أزمة النفايات وتطهير الدولة

تكومت النفايات وإنتشرت رائحة العجز وعدم الكفاءة النتنة على طول وعرض أرض الوطن. وما هذا إلا بدليل للجميع كي يتنشقوا ويروا فشل أداء الدولة مراراً وتكراراً!
 
تتعفن النفايات تماماً كالجرح المفتوح الذي يجعل المواطن اللبناني بمواجة صدمة تلو الأخرى مترافقة مع درجة عالية ولا تحتمل من الضغط والتوتر تصل إلى جرائم غضب لا يتخيلها العقل والمنطق الإنساني.
 
فضيحة فشل ايجاد حل لموضوع النفايات، ما هو إلا بالتساوي نتيجة المناورة السياسية في المماطلة من أجل ضمان إستمرارية إحتكار الشركة الحالية ومن أجل المحافظة على حصص بعض السياسيين المالية من الآذارين!
 
سنوات من الإهمال المتفاقم أدى نتيجةً إلى الزيادة في عدد السكان؛ فلبنان يستضيف مليون ونصف لاجئ سوري، ومع ذلك، التقصير في أداء الواجبات "صنع في لبنان"!
نواجه يومياً آثار هذا الإهمال: العجز عن التقيد بالدستور، العجز عن إنتخاب رئيس، العجز عن التخطيط للمستقبل، العجز عن القيام بأي شيء والتخطيط الطويل الأمد له كي يصب في مصلحة المواطن حصراً!
 
تعمل الدولة اللبنانية كآلة تفاعلية تضع سواعدها بحالة تأهب عندما يحن وقت العبور إلى الشاطئ، ولكن بدون أي بعد نظر ولا خارطة طريق كونها لا تصل إلى مرحلة التطوير والتطور. تتقاسم كارتلات السلطة قالب الحلوى حتى قبل تصنيعه وتذهب الهبات الكريمة التي تأتي من المحسنين من كل أنحاء العالم لتختفي في ثقب الإنتهازية الأسود!
 
إن تراكم النفايات في كل مكان ما هو إلا سطحية أعراض سبب عميق كامن وراء كل هذا الفشل الممكن اختصاره بالتالي: "الأنانية المتوحشة"، معطوفة على حلول تخلق من هنا وهناك تفوح منها رائحة الصفقات المشبوهة!
 
عندما لا يستطيع 24 وزيراً متعلماً من الجلوس في غرفة ووضع كل مشاكلهم وخلافاتهم جانباً من أجل الصالح العام، فلماذا إذاً يصلحون؟
 
هذا يعني أن مصالحهم الراسخة تمنعهم من إيجاد حلول للمشاكل ما لم تؤمن لهم الربح في ما يتعلق بمصالحهم الطائفية الضيقة! وهذا يعني أيضاً بأنهم يتصرفون كمبعوثين بدل من أن يتصرفوا كرجال دولة في خدمة المصلحة العامة.
 
معظم سياسيينا نهب مستقبل البلد. الإحتكارات المالية محمية ومدعومة من خلال سياسات الدولة الغريبة، مما أدى إلى شلل التوازن الإجتماعي لإقتصاد البلد الذي يهرع بلا هوادة نحو الفقر، وللأسف يدفع خيرة شبابنا إلى تبني خيار الهجرة نحو "مراعٍ" أكثر خضاراً!
فلنستيقظ قبل فوات الأوان ولنتنشق رائحة النفايات!

لا رئيس لا حكومة

من بين عدة مسائل وطنية "تتعطش" إلى إيجاد حل لها على المستوى الإقتصادي، الإجتماعي والسياسي، يبقى إنتخاب رئيسٍ للجمهورية وتعيين (بحسب ما يقول الدستور) قائدٍ للجيش مسألتان تتصدران سلم أولويات درج الجمهورية الذي نعرف أين يبدأ، لكننا لا نعرف أين ينتهي! يجب البت سريعاً في هاتان الأولويتان من أجل ضبط التوازن الصحيح في آلية مشاركة السلطة، ومن أجل قيادة البلد ووضعه مجدداً على طريق الدستور المستقيمة.
 
في الوقت الحاضر، الحكومة آخر عضو شرعي يعمل ضمن منظومة السلطات، بعد أنوخسر البرلمان هذه الصفة يوم مدد لنفسه ضارباً الديمقراطية بالحائط وجاعلاً من نفسه مكتب توظيف!
 
برأي، إن التعرض للحكومة من خلال تكتيكات معيّنة عند هذا المنعطف مسألة مشكوك فيها؛ ولكن بنفس القدر وعلى حدٍ سواء، إنّ أي محاولة لتغيير آلية عمل الحكومة المتفق عليها من الجميع تؤدي الى مزيد من العبث في ضمانات هيكلية السلطة. لا يمكننا أن نستقر في اللامبالاة، لكن في الوقت نفسه لا يمكن أبداً أن نغفل عن حاجات الجمهورية. الحكومة الحالية معطلة كونها تفتقر إلى طرفها الأساسي!
 
من العدل القول أنه وفي ظل فورة ما يعرف "بداعش" وبرنامجها المعنون "الإبادة الجماعية للطوائف"، بأن لبنان هو آخر معقل للوجود المسيحي في هذا الشرق الأوسط. إلا أن المسألة تكمن في زيادة خطر تفكك مؤسسات الجمهورية وهو الشيء الذي يتجاوز المعيار الطائفي ليصل إلى حد الدفاع عن حق لبنان المكتسب.
 
لنضع المظاهرات جانباً، في هذه المرحلة المتأخرة وهذا الشوط المتأخر من اللعبة، الطريق الوحيد للحفاظ شرعياً على حقوق المسيحيين هو إنتخاب رئيسٍ للجمهورية؛ وبهذا ستصبح الأمة من جديد "جمهورية تعمل"، وهي الطريقة الوحيدة لوضع حد فعال ونهائي لأزمة الحكم والحكومة!

​Garbage Crisis and Government Clean Up…

The garbage has piled up and the stench of incompetence is spreading over the land. In evidence for all to see and smell is the failure of the State to perform its functions repeatedly.

The trash rots like an open wound as the Lebanese people confront shock after shock with stress levels becoming intolerable and leading to unthinkable crimes of rage. The other day a man was knifed to death on the streets of Achrafieh. Dragged out of his car he was brutally killed in front of his helpless wife because he did not let his assailant cut in front of him in traffic. This incident happened just two months after the announcement of new traffic regulations and supposed control.

In the winter, the main tunnels on the road to the airport fill so high with rainwater that people nearly drown in their cars because the minister in charge at the time skimped on the construction budget for his own profit, and did not build adequate drainage.

The present garbage fiasco is equally the result of political maneuvering and delaying tactics to ensure the continuation of the existing waste management company’s monopoly and to safeguard the financial stakes of so many politicians from all dates in March !

Years of negligence have recently been compounded by the problem of the surplus of population. Lebanon is hosting 1.5 million Syrian refugees, nevertheless the dereliction of duties itself, is "Made in Lebanon".

We are confronted daily with the net effects of this negligence: incompetence to adhere to a constitution, incompetence to elect a president, incompetence to plan for the future, incompetence to get sufficiently organized to do anything with long term benefits for the beleaguered Lebanese citizen.

The Lebanese State is a reactive machine that cranks into gear clumsily when push comes to shove, but there is no foresight, no roadmap because that stage of development is never reached. The power cartels carve up the cake even before it is made, and the generous donations of well-intended international benefactors vanish into the Lebanese black hole of opportunism.

The garbage piling up everywhere is the just the surface symptom of a deep underlying cause and it can be summed up as simply as: “Savage Selfishness”.

When 24 educated Ministers cannot sit in a room together and put aside their differences long enough to do any good, then what good are they? 

It means that their vested interests keep them from solving any problem that does not benefit their parochial sectarian needs. It means that they are acting as emissaries and not public servants.

Many of our politicians have pillaged the future of the country. Financial monopolies are sheltered and supported through outlandish government policies. These have crippled the social balance of the country’s economy, which is being relentlessly impoverished and sadly causing our youth to flee to greener pastures.

Before it is too late, let's wake up and smell the garbage.

إنفراج أو إنهيار: لبننة خياراتنا!

آخر موعد تم تحديده من جميع الأفرقاء السياسيين كان من دون أدنى شك "ضربة" الإتفاق النووي بين إيران والولايات المت الأميركية؛ ولكن، كغيره من المواعيد السياسية على المشهد السياسي اللبناني، سيكون هذا الإتفاق كالسراب في الصحراء، ما إن نمر عنه، يختفي مع وعوده. 
 
ولكن بالرغم من ذلك، يمثل هذا الإتفاق النووي نقطة تحول نفسية ضخمة حيث يمكن للبنان إستعماله والإستفادة منه كعامل إنفراج من أجل إعادة إطلاق ديناميته السياسية من خلال التوصل إلى إنتخاب رئيس يعيد تصويب بوصلة الدستور، أو سيكمل البلد طريقه نحو الإنهيار الكامل مع التأثير السلبي على كل مؤسساته الواحدة تلو الأخرى... يكاد يكون "الشعور بالإرتياح" هو الفائدة الرئيسية الوحيدة من خلاصة هذا الإتفاق، وبالتالي، أصبح بإمكان الأفرقاء تحديد موقعهم على ضفتي السور إلإقليمي وتلقي البعض منهم  دون إحراج التوجيهات بشكلٍ أوضح!
 
الشعور بالإرتياح هذا بحد ذاته يجب أن يستعمل كمحفز للإنفراج، لأنه قد حان وقت الإعتراف بأن الحل للجمود الرئاسي ولفرملة تفكك الدولة المستمر، هو شأن داخلي ولو يسعى البعض بأن يكون خارجي. 
 
إذا كان لا بد من إيجاد حل لتلك الأزمة، فيجب أن يكون سريعاً جداً حيث زخم الإرتياح لم يزل موجوداً، لأنه في الواقع، سيكون للإتفاق النووي بحد ذاته تأثير ضئيل جداً على لبنان بسبب الهيكلية القائمة في مشاركة السلطة المثبتة في مكانها ضمن إتفاق الطائف، وهي تعمل ببعد ثلاثي بحكم الأمر الواقع، بصرف النظر عن امكانياتنا من إنتخاب رئيس أو لا، حيث الموقع في جوهره للمسيحيين. 
 
من ناحية أخرى، يبقى السؤال المتبادر إلى أذهان الجميع هو هل سيكسب حزب الله قوةً نتيجة الإتفاق؟ والجواب هو أن حزب الله قوي أصلاً! وهل سيحرم المجتمع السني؟ والجواب: طبعا لا! فالمجتمع السني كغيره من مكونات لبنان يحظى بالطابع المؤسسي، وبالتالي حقوقه محفوظة. 
 
في مسألة الرئاسة: هل سيدفع الإتفاق بالنواب لإنتخاب رئيس؟ لا، ما لم يكن الإتفاق على شكل إتفاقي الطائف والدوحة، حيث إتفق على كل شيء مع إسم المرشح الرئاسي ضمناً. وتبقى حقيقة الأمر، أنه حتى لو أتى الإتفاق مطبوخ خارجياً، يجب أن يقدم على المائدة السياسية اللبنانية على شكل مقابلات لإرضاء أذواق الجميع! 
 
مهما يكن، وبغض النظر عن كل شيء، لا يوجد سراب في الأفق! يجب أن نواجه الحقيقة الصارخة والمرة لواقع سياستنا الجافة والعمل كلبنانيين على إيجاد حل نهائي لذلك أو مواجة الإنهيار! والسلام.. .

​The limits of rage.

We recently witness tempers flaring as the Tayyar movement took to the streets because they felt disenfranchised in the distribution of power in Lebanon. This sentiment is understandable in light of the inertia affecting every decision in the country, and the cause is noble. However, the deeper implication of such a unilateral summons to revolt is the fear that any such escalation in these treacherous times of smoldering regional ashes can serve two dangerous purposes:
 
Firstly: to radicalize the confessional discourse exacerbating latent tensions between the Christians and the Sunnis to a point of no return, and secondly to provide the opportunity for terrorists with agendas to carry out attacks against innocent demonstrators, in order to plunge Lebanon once again into a terrible cycle of revenge and violence.
 
Last weeks events attempted to make the issue about safeguarding the interests of the Christians, but because of the lack of participation by every other Christian faction in the nation this was not the result, If anything, it highlighted the weakness of the community’s cohesion, regardless of any recently signed accord between long term enemies. 
 
Aside from these considerations, there are indeed several major matters that need to be resolved, including foremost, the matters of the election of a president and the constitutional nomination of a Chief of the Army. These priorities must be set right to balance the power sharing mechanisms as soon as possible in light of the deteriorating security and economic situations. However, at this juncture, jeopardizing the government, which is the only functioning executive body in the land, is not worth the risk, hence the disengagement of the General’s allies from all sides in participating in his demonstration.
 
The fact is that Politics cannot be practiced for personal agendas and the election of a president is the only way to bring an effective and lasting end to the government crisis. Equally any attempt to amend the by-laws of government procedure at this point is only further tampering with the safeguards of the nation’s power structure. By electing a President the rights of the Christian community as a whole are preserved and the nation is once again validated.
 
A problem cannot be solved by the same methodology that created it, starting with the initial collusion of all those involved in the violation of the basic principle of democracy when they self-extended their own parliamentary mandates. As a matter of fact, that would certainly have been a time to send everyone onto the streets to fight for Democracy. Where was everyone then?

A Failing Republic

Lebanon at present is a failing republic.
 
Many factors have led to this state of disarray including:
 
  • The detrimental change to the Tai’f agreement, which increased the number of deputies from 108 to 128, in order to accommodate clientelist strategies, leading to a parliament with 18% of its members serving their sponsors and not their constituencies,
  • The un-natural oversight of foreign nations who are able to exert their influence on the direction of internal policies through local interference through their proxy politicians on matters such as the rejection of an electoral law and the extension of the mandate of parliament,
  • The cartelization of parliamentary blocs governed by a handful of vested financial and political interests.
  • The damaging effect of the Sunni / Shia divide which have exacerbated inter- confessional tensions,
  • The division of the Christians into Sunni and Shia advocates instead of being moderators and conciliators,
  • The erosion of obedience to the Constitution that has led to the disengagement of government officials form duties, and to their disrespect for regulatory mechanisms that control the abuse of power.
 
The repeated denigration of the function of the state has greatly devalued the role of state institutions and has created an explosively dangerous situation for Lebanon, while in the midst of a regional cataclysm. For this reason, the matter of electing a President is of vital relevance in order to avoid a complete governmental free fall into temporary solutions that are anti-constitutional and perilous.
 
The nation is confronting crisis upon crisis, starting with the economy, where all pending investments in Lebanon have been stopped as a result of the dis-function of the Executive and Legislative Branches. There is also the unresolved matter of the burgeoning social disaster caused by the presence of the Syrian displaced, exceeding ¼ of the total population of the country, which cannot be handled effectively while the Executive Branch is paralyzed by partisan politics.
 
The present situation in Lebanon is in a coma and the only way to revive it is through the election of a President followed rapidly with the implementation of a progressive new electoral law and parliamentary elections, which would restore the basic democratic principles that uphold the nation.
 
Equally the immanent threat of the dissolution of the Government is also a function of the vacuum in the Presidency due to the fragmentation of the presidential powers into 24 heads. The election of a President removes this anomaly, as well as, the political leverage mechanism engendered, which is being exploited under the circumstances to further selective agendas.
 
All in all, the domino effect of the successive abuses of power, the tactical meddling of foreign states, the determination of the few to protect their personal interests at the expense of the greater good, have all led to the deadlock over the matter of the presidency.
 
But beyond that, the presidency cannot be limited to people or candidates who, because of their history, act as political ballast for one side’s favor.
 
A Lebanese president must unite the nation and not divide it further. The claim that a strong president is what is needed is in fact meaningless in a parliamentary democracy where it is more important to focus of building trust among stakeholders than reprsenting throngs of humans with no bearing on the outcome of a presidential election.
 
If we analyze the undercurrents of the present deadlock in the presidency, aside from the idiosyncrasies of certain individual characters who are protagonists to the seat, it becomes evident that there are some fundamental issues, which need to be addressed in this matter. Unfortunately this discussion is akin to the expression about “the elephant in the room” that everybody sees and nobody wants to talk about.
 
This particular elephant has been present for several years. It can be summarized in the following dilemma: The ineluctable mistrust that exists between the Lebanese Sunni and Shia communities.
 
In essence, the main problem for the Sunnis is Hezbollah’s capabilities and their weapons and the main problem for Hezbollah is the Sunni Takfirist threat and their constant clamoring for them to get rid of their weapons.
 
Added to this state of internal opposition, the escalation of extremism in the region due the Syrian civil war and the proxy involvement of both the Sunni and the Shia on opposite sides of that battle, has made it impossible for them to achieve any level of comfort with each other on the internal front.
 
It is blatant that Hezbollah will not withdraw its commitment to support the Syrian regime because their relationship to that regime is symbiotic and they feel bound by the same outcome that will befall that regime. They also consider that they are facing an existential threat, and the only way they can counter this threat is to hedge it off at the Lebanese border so that it does not overwhelm them and the territory. They have therefor tactically and strategically chosen to take the battle outside Lebanon for their own safety.
 
On the other hand, when it comes to the Sunni community in Lebanon, The May 7, incidents which showed Hezbollah’s force on the streets and left the Sunni community in a state of permanent trauma, has forced them to become weary of Hezbollah’s military might and since then, they will do anything to prevent this from re-occurring. In that sense, they cannot reconcile the role of the resistance and the presence of their weapons with the idea of a sovereign state.
 
This absolute lack of faith in each other, which is compounded by the financial reliance of both parties on external goliaths in the form of Saudi Arabia and Iran, who themselves are locked in their own struggle, has made it much harder to create and sustain a climate of collaboration in Lebanon.
 
I believe that the only way a President can be elected in Lebanon is if both the Shia and the Sunni communities stop looking to elect a champion that will defend their cause and instead elect someone who will with time address their mutual concerns, namely that Hezbollah needs to feel supported at this stage in its mission to defend itself and its right to continue as a force of resistance in Lebanon against Israel, and that the Sunni community of Lebanon needs to be reassured that Hezbollah will not abuse its powers over them through military force. It is obvious that their persistent call for the removal of Hezbollah’s weapons is a cause of breakdown of trust, but so is the need for the Sunnis to feel protected. The intention to find a workable solution for this divergence must be part of the formula for recovery and the choice of a president must be part of this process.
 
Therefore, as far as the Presidency is concerned a breakthrough lies in the cultivation of a perspective that recreates the basis for the mutual respect of the strengths and weaknesses of both parties, and an understanding of the root cause, which is the existential fear experience by each side under these tough regional circumstances. It is this fear that is blocking all progress in Lebanon today.
 
As a result, a President, who represents a tipping point in favor of one side or the other, is undesirable and part of the problem not the solution.
 
On the other hand, a Christian President is needed who understands this negative obstructive dynamic, who can act as a force of mediation and be a bridge of safety between the two communities by recognizing the real concerns of each party. I call this person a Fair president.
 
Let us hope that we can finally address the elephant in the room and replace it with a president for all Lebanese, because without a president Lebanon is failed republic. But, for this to happen, steps must be taken at a very high level to shed light on the deep underpinning concerns of both sides - concerns that are being circumvented by empty rhetoric, and to replace this polarizing discourse with acceptable, workable guidelines and positive compromises. Efforts should be made to create such a national forum.

Lebanon has recently witnessed dramatic setbacks in the security and political arena, including the cancellation of democratic parliamentary elections twice in a row undermining the Lebanese state and leading to the failure to elect a president for over a year. Against this political uncertainty, the security situation has greatly deteriorated as Lebanon is compressed by the cataclysmic effects of the war in Syria and now in Iraq that have led to an unprecedented and exponential rise in local terrorism.
 
Against this hugely unstable backdrop I would like to talk about what it means to be a woman in Lebanese politics today and what it meant to be a woman during the 18 year long civil war. The two are connected.
 
As a woman implicated in both these situations I often ask myself the question whether my life would have been very different in the past as a man during the years of the Lebanese civil war, and now in the present, as a political figure in Lebanon.
 
My immediate answer to the first part of the question is yes! My life would have been very different. If I had been born a male, I would’ve probably fought in the war and been killed like most of my young male friends. And if I had managed to survive those years of extreme violence, then most likely, I would’ve been killed alongside my father and my two brothers as a way of eliminating all the male heirs to the political lineage. This was the intention behind the carnage when my two brothers Tarek and Julian aged 7 and 5 were gunned down on the morning of October 21, 1990.
 
As far as the second part of the question about my life in politics, well if I am already dead then it’s self-explanatory! And if I had managed to survive, then most likely I would be involved in the power structure by virtue of my legacy.
 
The answer is there. My engagement as a man in war and politics in Lebanon would have been very different, and either more deadly or more rewarding. I will elaborate why this is so.
 
But before I do I’d like to point out that modern history as we know it has progressed in the last 1000 years as result of scientific, medical and technological innovations that have impacted society and led to the overall improvement of the human condition, and contributed directly to freeing women from past bondage, except in the case of nations that have remained entrenched in extremist religious beliefs and practices.
 
The recent rise of ISIS in the Middle East is a case in point. It is heralding the advent of a new “Dark Age” especially for women.
 
If we look at women’s condition in times of war, they are the silent victims of male driven action. Mother’s daughter’s, sisters all suffer the loss of their loved ones and the sense of powerlessness that they feel is compounded by their complete disregard.
 
Women are invisible in war. They are collateral damage, and in any ensuing peace process the few women who are given a platform, have very little outcome in the formulation of the terms of peace. The voices are all male.
 
As a matter of fact, the more dangerous the situation, the less likely it is that women are involved. Presently in Lebanon the security situation has become much more volatile and inevitably this escalation of the military aspect is going to be a big setback for the role of women in politics at a time when women were just beginning to breakthrough. In 2013, 45 women announced their candidacy for the parliamentary elections, compared to 12 women in 2009.
 
However, we need to clarify that women’s participation in political life has a very particular tenure in Lebanon and so far it has been relative to the nature of Lebanese society where there is seemingly a tug between conformity and liberalism.
 
A veneer of openness and modernity, gives the impression that Lebanon is “Europeanized”, however, this is only partly true, because it’s fair to say that Lebanon remains at the core a conservative society with religious values often dictating the conduct and morality of the different communities.
 
Women’s issues, under the Constitution come under the rubric of family law, which is uniquely assigned to the jurisprudence of religious tribunals and at the mercy of religious interpretation. Article Seven guarantees equality of rights, obligations and duties to all citizens, but then the constitution delegates all personal status law matters including marriage, divorce, inheritance, child custody, alimony, etc to the various religious courts.
 
By stating that Lebanon’s various sects should establish their own religious courts independent of the state, this waves the authority of civil Lebanese laws that protect the rights of individuals. This makes it very hard to change the law on women’s issues in a way that is uniform for all women.
 
The structure of the family in Lebanon plays a very important part in both society and politics in defining women’s roles.
 
This familial role has been maintained over the years as a result of the system of governance. This is not accidental but a deliberate process which has become institutionalized through the role of the “Zaim”, or male leader of a family, who uses his power to cultivate “clientelism” by manipulating personal favors and ensuring his succession.
 
Political familialism has been one of the major factors affecting the relationship between state and citizen. When the state fails to provide protection and resources to its citizens, they turn inwards towards their families, patriarchs and sects.
 
Almost all political blocs are based on family allegiances and personal loyalty to the leader, the Za’im. Political blocs become extended families and most followers accept that the leader’s son will inherit his position.
 
This has led to a society that is still by and large feudal and patriarchal in nature and the mechanism of its self–perpetuation has become entrenched in the forms of transmission of power from generation to generation.
 
We are witnessing this phenomenon in its most revealing aspects presently with the request by two traditional leaders to hold special elections to pass the mantle to their son’s and heirs, despite the fact, that when it was time to hold elections for everyone, these were cancelled.
 
The anomaly of considering holding elections in two districts as exceptional favors to two “Za’ims” is a typical example of the preferential standards and unwritten codes that govern Lebanese politics and perpetuate the patriarchal feudal system.
 
So the question is: within this patriarchal feudal system where do women stand in politics today? How do women start to play an effective role in government?
 
My answer is that they stand where anyone who is an outsider to the traditional “Old Boy” network of politics in Lebanon stands: At the mercy of a Lebanese leader who will afford them the privilege of taking them on his electoral list and securing their chances at being elected.
 
As such it is a closed system and now more than ever after Parliament extended its own mandate twice in a row, and there is no new electoral law in sight that could guarantee fair representation!!
 
Going back to the matter of political access for both women and men in Lebanon it is fair to say that newcomers have little chance to breakthrough and women even less.
Why do I know this? I know this because I was given the privilege of being an insider by virtue of the fact of my birth into the system, and I admit that I would not have had anywhere near the facilities to advance in the political field where it not for my family.
 
On a personal level, I have never encountered any disrespect or disregard as a woman. On the contrary there is a great courtesy that is always extended to me due to my grandfather and my father.
 
My family heritage allows me to breakthrough the gender barriers by virtue of a “gentlemen’s agreement” in the transfer of legitimacy to women through their husbands, spouses and fathers.
 
For this I am honored certainly, but I am aware of the irony and I am diligent not to waste this privilege on perpetuating a system that only accepts women leaders as clones for their male counterparts.
 
Women need to be seen in their own right. Woman need to be accepted for what they know - Not who they are.
 
In my opinion however, the only way to restore equal rights to women in Lebanon is to restore “true” democracy first.
 
My grandfather Camille Chamoun was the first president to give women the right to vote. Now we need to ensure for women, the right to govern. To do that we must bring back democracy to a country that has waived it aside. It is only by fighting for real democracy that we can ensure the fair representation of women.
 
Here are some recommendations to restore democracy:
 
Firstly: We have to protect parliament from the abuse of self-prolongation by restoring to the President of the Republic the exceptional right to dismantle parliament in the event the MPs should desire to extend their mandates. This prerogative was removed from the presidential powers after the Tai’f accord and we have witnessed the negative results of such an amendment in the last two years where, the extension has brought about complete stagnation and created the domino effect of destabilizing all the other state institutions and messed up national electoral deadlines.
 
Secondly: We have to adopt an electoral law based on proportional representation with large districts in order to break the existing duopoly between the Zaim driven lists and thereby shift the electoral momentum from sustaining the status quo, towards healthy competition based on political parties and political programs. This will allow for newcomers with new ideas to breakthrough and enter the otherwise closed system.
 
Thirdly: as far as women are concerned, I am advocating the imposition of the participation of woman through a transitional quota for the first mandate, and it is important in any election to also technically insure the fair placement of women candidates on electoral ballots so that their chances at being elected are ensured.
 
Fourthly: we have to encourage women in the military and security agencies as well as ensure their fair promotion.
 
To conclude I would like to say that I have been implicated in Lebanese political life since my birth. I lived through 18 years of war, lost my whole family as martyrs to this nation and I consider myself a third generation Lebanese.
 
I feel that it is high time to usher in a “Third Republic” which would reflect the deeper concerns of this nation and would bring about a transformation through the advocacy of a different form of leadership, one that is held accountable, insures fairness of representation, as well as operational transparency.
 
Equally, for change to occur, there has to be a complete reversal of the role of government. It must change from one that is self-serving to one that is based on encouraging sustainable development and being service oriented. As such, women have a big role to play in the establishment of these new values.
 
Women are inclusive and accommodating, women are strong and protective, and their participation in government can only bring balance to a society that has suffered for years from extreme male stereotyping and the valorization of violence as a solution to political divergence.
 
Today, in this world of polarizing conflicts, of raging extremism, moderation is the key, understanding, listening and hearing each other are the best weapons we can deploy to counteract the widening schisms between people and creeds. I am not saying that women are the answer but what I am saying is that balance is the answer - Balance between the masculine and feminine energies, to create lasting equilibrium.
 
This is by no means declaring that women are not strong and capable of military leadership. “Women in Governance” does not imply that women are relegated to women’s issues. It means that women should have equal access to making all relevant decisions including security; the military, foreign affairs, the economy, industry and all the sectors normally viewed as male bastions.
 
There is an inherent paradox reflected in my title today, which was: From invisibility to visibility. This is a paradox that women have to resolve within themselves. In politics in Lebanon today a women leader is invisible. To be seen she must act like a man. Therefor to be visible she must become invisible as a woman.
 
This has to change. The visibility of a woman must be as a woman by virtue of her nature, her qualities, her acumen, her insightfulness, her personality, and her political capabilities.
 
In the coming ages, as long as religious extremists do not succeed in castrating them, women will be the guiding lights of a new way of operating in the world, based on cooperation not domination, on sharing not hoarding, on giving and not taking.
 
Finally, for women to play a significant role in Lebanon, a shift has to occur in the perception of women by both women and men, and as Albert Einstein said the realization has to dawn that: “No problem can be solved from the same level of consciousness that created it” The consciousness that defines women’s roles in Lebanese politics as mother’s, daughters, or wives of important men in Lebanon is no longer valid and has to change.
 
Therefore the work being done here in this forum today is vital to raise such awareness and to shift the prevalent consciousness that limits women and their access to leadership. I am truly honored and privileged to be part of this exchange as I consider women’s issues to be at the core of the creation of a fair and just society.

لبنان: فشل جمهورية

"نعيش في نظام برلماني حيث التركيز يجب أن يكون على كيفية بناء الثقة بين الأفرقاء بدل من جمهرة الناس".
لا شيء يحجب الرؤية الحالية عن لبنان. هو بوضوح جمهورية فاشلة. لكن رغم وضوح الرؤية هذا، الفشل ليس نتيجة حدث مفاجئ من هنا أو هناك، بل نتيجة لتراكمات كثيرة منها: التغيير الذي أضر بإتفاق الطائف وهو زيادة عدد النواب من 108 إلى 128 من أجل إستيعاب إستراتيجية الزبائنية السياسية، ما أدى إلى برلمان 18% من اعضائه بخدمة رعاتهم لا موكليهم؛ الرقابة الخارجية لبعض البلدان وتأثيرها على مسار السياسات الداخلية كرفض قانون جديد للإنتخابات والتمديد للمجلس النيابي؛ كارتلات التكتلات النيابية المحكومة بحفنة من تشابك المال الممنوح والمصالح السياسية ؛ التأثير المضر للصراع السني - الشيعي الذي أدى إلى تفاقم الصراعات الطائفية والإنقسام المسيحي بينالسنة والشيعة الذي زاد الأزمة بدل من أن يكون عامل توفيق؛ وفوق كل ذلك، عدم إحترام الدستور مما أدى إلى تخلف المسؤولين عن مسؤلياتهم كعدم إحترام الآليات التنظيمية التي تحد من سوء إستعمال السلطة. 
كل ما تقدم، معطوفاً على الكوارث الإقليمية، أدى إلى وضع داخلي قابل للإنفجار في أي لحظة، ولهذا، أصبحت مسألة إنتخاب رئيس للجمهورية أساسية وضرورية لتلافي سقطة حرة توصل إلى حلول وقتية غير دستورية. 
أزمة تلو الأخرى، وكارثة تجر كارثة! بدءًا بالإقتصاد حيث كل الإستثمارات معلقة نتيجةً لإختلال نمط عمل السلطتين التشريعية والتنفيذية، اضافةً إلى العبء الكبير المتمثل بمسألة اللجوء السوري ومقاربته العرجاء من قبل المعنيين! كثر الحديث عن إمكانية حل الحكومة. هذا أيضاً نتيجة الفراغ الرئاسي ونتيجة تجزئة صلاحيات الرئيس على 24وزير! إن ترميم الديمقراطية من خلال إنتخاب رئيس للجمهورية هو السبيل الوحيد لإنهاء الشلل الحالي يليه فوراً إنتخابات نيابية على أساس قانون جديد...
لكن هناك ما هو أبعد من ذلك؛ لا يمكن حصر الرئاسة بمرشحين سيجعلهم تاريخهم يقفون عند طرف واحد، فعلى الرئيس أن يجمع ويوحد الأمة بدل من تقسيمها. الإدعاء بأن المطلوب هو "رئيس قوي" في غير محله خصوصاً في نظام برلماني حيث التركيز يجب أن يكون على كيفية بناء الثقة بين الأفرقاء بدل من جمهرة الناس. 
إذا اردنا أن نحلل تبعات الجمود الرئاسي، بعيداً عن خصوصيات بعض أنصار الكرسي، ترانا نجد قضايا أساسية يجب معالجتها، لكنها للأسف، أصبحت شبيهة بمصطلح "الفيل داخل الغرفة" الذي يراه الجميع لكن لا أحد يريد فتح سيرته! هذا "الفيل" موجود منذ عدة سنين وتفسيره في واقعنا اللبناني هو التالي: عدم الثقة بين المكون الشيعي والسني؛ فالمشكلة عند السنة هي سلاح حزب الله وإمكانياته، والمشكلة عند الشيعة هي المخاطر التكفيرية. وما كان من تمدد التطرف في المنطقة جراء الحرب في سوريا وتورط الجهتان فيها إلا العامل الذي جعل الراحة بينهما مفقودة. 
لنكن واقعيين؛ حزب الله لن يتراجع عن إلتزامه في الدفاع عن النظام في سوريا لعدة أسباب منها إستراتيجية ووجودية. في المقابل، لا يزال المجتمع السني يعيش هاجس أحداث 7 ايار، ما يجعله غير قادر على المصالحة مع سلاح حزب الله المقاوم ويعتبره تهديداً للداخل اللبناني. 
برأيي، الطريقة الوحيدة لإنتخاب رئيس للجمهورية هي أن يوقف الطرفان (أي السنة والشيعة) مسعاهما لإنتخاب بطل يدافع عن قضيتهما، بل السعي إلى إنتخاب شخص يعمل على مقاربة هواجسهما معا ويعمل على التوفيق بينهما؛ فيشعر حزب الله أنه محاط ومدعوم في هذه المرحلة الصعبة وفي قضيته النبيلة وهي مقاومة العدو الإسرائيلي، ويشعرالطرف السني أن حزب الله لن يستعمل قواه العسكرية ضده. إن النية لإيجاد حل عملي لهذا الإختلاف يجب أن يكون جزء من خطة إنعاش الرئيس العتيد. 
إن أي مرشح رئاسي يمثل نقطة تحول لجهة على حساب جهة أخرى، غير مرغوب فيه وفي ترشيحه، لا بل هو جزء من المشكلة لا من الحل. 
الرئيس المسيحي المطلوب هو الذي يفهم تلك المعوقات السلبية ويعمل من موقعه كقوة وساطة بين الجهتين وكجسر أمان بينهما، من خلال الإعتراف بهواجس كلا من الطرفين. أسمي هذا: "رئيس عادل". 
لنأمل اننا نستطيع أن نتواصل ونتكلم مع "الفيل" الموجود في الغرفة اللبنانية ونستبدله برئيس عادل لكل اللبنانيين، لأن لبنان بلا رئيس جمهورية فاشلة!
